English Local Authorities Intend to Dispose of Social Clubs and Sports Centres to Manage Finances

Based on a new survey of local authorities, English councils are preparing to sell social clubs, athletic facilities, and retail spaces as they bet on a fire sale of properties to balance the books.

Increasing Fiscal Challenges Prompt Asset Sales

A coalition of councils for major urban areas in England stated that six out of ten of councils are planning to sell assets to cover the escalating costs of adult and children’s social care.

Local governments have previously faced criticism for disposing of public land and land to support their finances, but they contend they must proceed to generate essential revenue from property disposals or declare themselves bankrupt.

This coalition noted that a high proportion of councils attempting to generate funds from a fire sale of assets marked “a distinct shift from 2024, when the majority (60%) of municipal officials stated they would focus on restructuring services and using financial reserves to weather increasing financial challenges.”

Detailed Examples of Proposed Sales

Medway Council in southeast England announced its property management strategy featured the disposal of a shopping centre in Rainham and a social club in another town to raise 20 million pounds over five years.

  • Gillingham golf club and business parks held in two English counties, which all provide rental income for the authority, will also be disposed of under the plan.

Council Tax Rises and Wider Financial Pressures

This research of councils in the coalition, which includes several urban centers, also found that more than 70% of councils will have to increase local levies next April to cover the growing cost of core provisions, higher levels of homelessness, and a persistent accommodation deficit.

The authority said it will proceed with asset sales after sharp increases in the cost of children services, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are adopting innovative approaches but certain measures take time to deliver both improved services and financial savings,” said Vince Maple.

He continued: “We face population challenges which will persist to add to the strains we have. As a unitary authority, we had a drastic reduction in our revenue support grant from 2010-24, which is very challenging.”

Countrywide Patterns and Projections

Research of regional authorities recently also found council budgets being strained by the increasing figures of young people and older individuals needing special educational assistance.

A network of councils said that council deficits will reach £4.4bn a year by 2029, as they grapple to manage increased demand.

Ministers have put off scheduled changes to the Send system until next year after a white paper outlining those reforms has been postponed.

Deprivation and Funding Gaps

According to the most recent deprivation measures (IMD) covering UK local authorities, many participating urban areas were among the most deprived in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the most deprived 30 nationally under the 2025 IMD measures,” said the report.

“Although only a single urban area is in the top 10 for deprived neighbourhoods nationally, urban areas are far more likely to be in the most deprived fifth of the nation. The figures underscores the extent of difficulties facing municipal officials across major urban centers in the coming year,” the report added.

“Local government leaders have been explicit about the need for a equitable and lasting financial structure that reflects and responds to the real levels of disadvantage and need,” stated Michael Mordey.

“Without this, councils will continue to face difficult decisions around which essential services to fund, and which to reduce, to the detriment of their residents.”

A fifth of councils have reduced or weakened social care provision in the last year, the survey found.
