One-time Vice-President Dick Cheney: A Retrospective on His Impactful Government Service

The former US second-in-command Dick Cheney, who has died at age 84, was considered arguably the most influential occupants of the vice-presidency in American history. Although many second-in-commands had to settle for minor or figurehead functions, Cheney exercised huge influence during the term of George W Bush, to the point that he was often referred to as the "actual president".

Bush disliked that description and claimed the dynamic was more complex. He observed that Cheney was courteous, always referring to him in public as Mr President, while he called him as Dick. Bush challenged even descriptions of their partnership as a team because it suggested that they were peers. Regardless of these objections, Cheney found the relaxed president pliable on a broad range of policy decisions.

A Period Following the Attacks

At the head of a group of neo-cons that encompassed Pentagon chief Donald Rumsfeld and assistant defense secretary Paul Wolfowitz, he vigorously promoted the armed incursion of Iraq in 2003 in answer to the September 11th attacks on New York and Washington. During of the 9/11 assault, Bush had been participating in a meeting at a elementary school in Florida. As Bush traveled to a secure location in Nebraska, Cheney took charge, directing the shooting down of any unidentified aircraft nearing the government building.

Cheney stated the assaults transformed him, causing him to be intent on retribution. Along with other neo-conservatives, such as Rumsfeld and Wolfowitz, he advocated for a occupation of Afghanistan in an attempt to apprehend Osama bin Laden. Cheney then vigorously pushed for the invasion of Iraq, even though there was no evidence of Saddam Hussein playing a role.

Disputed Policies

He expressed no regrets about the military campaign, in which an approximated 100,000 Iraqis lost their lives, or about the waterboarding of individuals apprehended after 9/11. He told CNN in 2015 that the Iraq military action, which was predicated on inaccurate information repeated by Cheney, was the right course of action. "It proved to be the correct action to do back then. I believed it back then and I believe it today."

Yet during that period, there were dissenting voices at a high level about the mishandling of Iraq. One of the White House's own delegates to the Middle East, General Anthony Zinni (2001-03), was dismissed from the position. "I saw, at the very least," he wrote later "clear negligence, inaction, and irresponsibility: potentially, falsehoods, ineptitude, and dishonesty."

Wider Perspective

Cheney was not completely responsible for the Iraq invasion. Prior to 9/11, Wolfowitz had called for such action. He had composed a memorandum setting out circumstances in which national priorities might be threatened (including "obtaining vital raw materials, mainly Persian Gulf oil"). Wolfowitz had asserted that "the US should be positioned to act independently when cooperative measures cannot be orchestrated," specifically citing defense operations against Iraq.

Bush too had arrived in the Oval Office somewhat determined on carrying out what his predecessor had specifically avoided to do in 1991; overthrow Saddam. Subsequent to he had been sacked by the administration, the Treasury head Paul O'Neill disclosed how, at the first meeting of the National Security Council in January 2001, Bush had declared his intention of diminishing America's involvement in the Israeli-Palestinian conflict and proposed defense operations against Iraq.

Bush bore a private grievance against Saddam, thinking he had been involved in a plot to assassinate his predecessor, President George HW Bush, on a trip to Kuwait in 1993. He furthermore disliked that one of the largest hotels in Baghdad had a floor mural with a image of his father's countenance that everyone had to step on.

Interrogation Methods

However it was Cheney who was among the most outspoken behind striking Iraq, repeatedly referencing information documents that were both weak or completely deceptive. He supported what the Bush administration indirectly described as "enhanced interrogation", the employment of waterboarding and harsh treatment.

Responding to a Senate analysis in 2014 that determined that no valuable data had come from the interrogation methods, Cheney dismissed the report as "full of crap". He informed Fox News: "We asked [the CIA] to take steps and put in place programmes to apprehend the perpetrators who took the lives of 3,000 of us on 9/11 and ensure it never happened again. That is precisely what they did and they earn a lot of credit."

Public Persona

Cheney enjoyed monikers imposed on him by critics such as Darth Vader and the dark figure, and by the notion that he was a shadow power directing Bush. In the journalist's 2013 volume about the pair, Days of Fire: Bush and Cheney in the White House, Cheney is quoted as saying: "Am I the evil genius in the background that operates invisibly emerge from his lair? This represents a nice way to function, in fact."

Corporate Connections

Debate over his commercial relationships followed him through his period as VP. Although he had limited background in commerce but good contacts in defence, especially in Saudi Arabia, he was asked to become part of Halliburton, one of the world's biggest oil and gas corporations, in 1995 as chair and chief executive.

In 2000 he assumed the role of Bush's VP candidate for the White House. Controversially, during the conflict in Iraq, Halliburton was awarded US contracts valued at substantial sums.

It greatly increased his wealth. His yearly compensation during his time at the firm grew from his previous salary during his time as Pentagon chief to $4.4m. When he resigned in 2000 he had a compensation package totaling over $20m|twenty
